Howard City Council

Mayor Richard Clark called the November 20 Howard City Council meeting to order at 7:30 p.m. with council members Martin Hunter, Erica Cordell, Gary Harrod and Derek Cookson present. Also present was Joanna Hunter. Council member Jerrad Pope was absent.

Mayor Richard Clark called the November 20 Howard City Council meeting to order at 7:30 p.m. with council members Martin Hunter, Erica Cordell, Gary Harrod and Derek Cookson present. Also present was Joanna Hunter. Council member Jerrad Pope was absent.

Motion by Harrod, seconded by M. Hunter to approve meeting minutes of November 6 as presented. Carried 4-0, Cordell abstained.

Motion by Cookson, seconded by Harrod to approve payment of City bills at $47,300.06 which included grant fund distributions. Carried 4-0 Motion by M. Hunter, seconded by Cookson to approve payment of State Utility Loan payment #4 of $27,774.31, due January 1, 2024 and scheduled to be paid December 29. Carried 4-0 Bids for city CD for $200,500, which matured November 18, were opened. Motion by M. Hunter, seconded by Harrod to accept Bank of Commerce interest bid for the CD. Carried 4-0 Motion by M. Hunter, seconded by Harrod to approve street closing for Fire Academy Training on March 9, 2024; Wabash to be closed between Washington and Illinois Streets for that training. Carried 4-0 Motion by M. Harrod, seconded by Cookson to approve City Clerk attend one day KRWA training in Andover and one day KDHE testing in Chanute to be scheduled. Carried 4-0 Other discussion included street patching, ARPA fund options, election results, gas fuel adjustment for bill due December, 2024, Library budget with raises and bonuses scheduled.

Tabled to a future meeting for further discussion were topics of Public Officer, Duplex and Security Cameras.

Motion by Cordell, seconded by M. Hunter to adjourn. Carried 4-0. The meeting adjourned at 7:46 p.m. The council also met on Monday, December 4. The next meeting is scheduled for Monday, Decemer 18, at 7:30 p.m. at the city office.
