Howard City Council

Mayor Richard Clark called the October 16 meeting of the Howard City Council to order at 7:30 p.m. with council members Martin Hunter, Jerrad Pope, Gary Harrod and Derek Cookson present. Council member Erica Cordell was absent. Also present was Joanna Hunter.

Motion by M. Hunter, seconded by Harrod to approve meeting minutes of October 6 as presented. Carried 3-0, Cookson abstained.

Motion by Harrod, seconded by Cookson to approve payment of city bills $33,078.98 as presented. Carried 4-0.

Motion by Pope, seconded by Harrod to donate $100 to the Elk County Wrestling Club. Carried 4-0.

Motion by Cookson, seconded by Pope to approve the appointment of Clay Hunter to Animal Control Officer. Carried 4-0.

Motion by Harrod, seconded by Cookson to replace the lake dock boards with PVC at approximate cost of $4,700 to be installed by City employees for spring 2024 season. Payment to be made out of the ARPA fund. Carried 4-0.

Motion by Harrod, seconded by Pope to update street cut policy and pricing so that all street cuts are $250 payable to the City. The excavation site must be filled completely by 11/2” road rock, properly compacted for street traffic, and inspected by a city representative. Providing and paying for the road rock is the responsibility of the contractor or the resident/ owner. Carried 4-0.

Other discussion included: Follow up letter on derelict property; Updated wording on cell phone use f o r Personnel manual, Policy manual review including returned payment to be completed and presented at a future meeting; Current culvert replacement policy is resident provides a new culvert and city will install it; Clerk directed to write a letter to Sheriff’s Department regarding contracted patrol; 2021 KDOT street project asphalt cracks to be addressed with letter from engineer; Tennis court repair costs being estimated; Clerk will prepare an ordinance regarding utility account ownership; Cost to expand C&D to be estimated; Fund 340 Distribute Grants Fund was created in accounting software.

Motion by Harrod, seconded by Pope to adjourn. Carried 4-0.

Meeting adjourned at 8:16 p.m.

The council also met on Monday, November 6 and were slated to meet on Monday, November 20, at 7:30 p.m. The Howard City council meets on the first and third Mondays of the month at 7:30 p.m., at City Hall.
