The Fall River City Council meets monthly on the second Wednesday of each month at 7 p.m. The following report was generated from the approved minutes of the Feb. 12 meeting minutes, which were approved at a recent meeting.
The Fall River City Council meeting was called to order at 7:02 p.m. on Feb. 12 by Mayor Brendan Coulter. The Jan. 8 minutes and bills were approved. City Clerk Christy Walta presented the Treasurer’s Reports. After discussion, a one-time correction was made to the CD balance, reducing it around $800. The Treasurer’s Report was approved.
Haskel Fogle was present to ask about roads and to report on the new gas pump.
During department reports, Mayor Coulter stated the fee for use of the Salt Springs Township road grader is $110 per hour. It was approved to finalize the plan for pulling in the shoulders, crowning the roads and shaping and blading the gravel with Salt Springs Township. Water Manager John Schouten presented his water/sewer report. It was approved for Schouten to attend an educational session in Wichita in March to gain hours for his licensing for $180. Discussion was also held in regards to cleaning the water tower. Fire Chief Schouten reported on the Fireman’s Relief Fund.
During the Public Enforcement report, Council member Jim Cude stated he had heard some complaints about a dog barking at 204 Merchants Ave. Public Enforcement Officer Crystal Thomas stated that two complaints to City Hall were necessary. Mayor Coulter stressed that complaints should be made in writing to City Hall.
Discussion was held about Spring Clean-Up. Residents are encouraged to take advantage of the dumpster and clean up their yards. It was suggested that a citywide garage sale be held the week before Spring Clean-Up so leftover items could be disposed of during the clean-up. Treasurer Cathy Ivey will be including the landfill information in the next utility bill so everyone will be reminded it’s available. Clerk Walta will get more information on the costs.
Council member Sue York reported the library has been doing well recently as a result of efforts to secure additional funds. Southeast Kansas Library Systems provided grant money to help cover expenses. A city-wide picnic may be planned in the future.
Reports were also given on the Community Building and Happy Hour.
Two executive sessions to discuss non-elected personnel were held with no decisions being made after returning to open session. A third executive session was held to consult with an attorney. No action was taken after returning to open session.
In new business, Dusty Rymer was appointed to the vacant city council seat. Discussion was held in regards to clarification from Finley’s Spraying. Clerk Walta will get more details. City Hall hours were discussed. Mayor Coulter stated that customers have multiple options for payments and hours cover mornings and afternoons on different days.
It was noted in new business that the Kansas Attorney General sent brochures regarding new requirements for Kansas roofing companies that are available to the public.
The meeting was adjourned at 8:02 p.m. A meeting was also held on March 12. The next meeting of the Fall River City Council will be held on April 9.
