County Commissioners Held Routine Meeting

The Greenwood County Commissioners held a short meeting on Monday, Feb. 3, where they revisited old business items.

In old business, Commissioner Judd Everitt asked where the commission stood on the Greenwood County Community Center (GC3) facility. Commissioner Preston Evenson stated he would like to move forward with the $10,000 payment. The discussion then shifted to the contract that was signed in 2023, where Commissioner Mac Obourn noted that the county wasn’t obligated to assist with expenses. It was noted that the commission would like to pay the city for rental fees, noting that a flat rate would be given for use of the facility for the Greenwood County Fair. Commissioner Obourn noted that the facility would be utilized for the county fair for approximately 10 days. Obourn stated he will meet with the county extension agents to gather a more detailed listing for rental.

Greenwood County Emergency Management Director Levi Vinson asked the commission to also consider using that facility for emergency provisions. He noted that the county currently doesn’t have a location for that; further reminding the commission that the previous community building was used extensively after tornadoes impacted the Eureka community in both 2016 and 2018. No decisions were made.

A 15-minute executive session was held for personnel matters (performance review) with County Counselor Paul Dean and Ambulance Director Brian Mongeau. No action was taken.

Mongeau then shared an update with the commission regarding transfers. He shared that on Jan. 22, he contacted the state to inquire about additional details on obtaining a short-term variance to afford those with Cardiopulmonary Resuscita- tion (CPR) certification to assist with transfers. While on the call, Mongeau learned that a bill hadn’t been approved; but, rather a state statute had been modified. Meaning, a variance isn’t needed, but approved volunteers with CPR certification could as sist. Mongeau noted that since Jan. 22, he has ac- quired five CPR-certified individuals who are willing to assist with transfers. He noted that the focus was on Eureka Fire Department (EFD) and Greenwood County Sher- iff's Office volunteers/em ployees. Mongeau shared he is working with EFD Chief Luke Westerman and Greenwood County Sheriff Heath Samuels on what the best way to contact those individuals would be, in the event of a transfer. Mongeau also noted that the commission would need to decide how they would pay these individuals for assisting with transfers. EMS staff receives their hourly rate, plus an additional $100 per transfer. No decisions were made.

Commissioner Evenson provided an update regarding the sewer line project, noting that crews hoped to complete the repairs on Monday of this week and will begin filling in the area. It was shared that Courthouse Supervisor Greg Rawlings had located a vendor who sells sections of the flooring.

The hope is to acquire a tile similar to what is currently installed. Commissioner Evenson also asked road and bridge employee Kassadie Lazar to contact Rawlings regarding the sewer project. Evenson noted that screenings will be requested soon. He also would like crews to assist in removing a dirt pile once the project is complete.

Greenwood County Clerk Deann McCaffree reminded the commission to have all items needed to be discussed on the agenda. She noted that this will assist on covering all topics while providing insight for those who request agendas.

The Jan. 27 meeting minutes were approved as presented.

The commission also approved payables, totaling $3,412.62; payroll, totaling $154,647.40; and payables, totaling $724,026.03 (which included a $380,457.87 payment for E.E.S. LLC, for bridge work).

The Greenwood County Commission will hold its next meeting on Monday, Feb. 10, at 9 a.m.
