Howard City Council

Mayor Richard Clark called the September 18 Howard City Council meeting to order at 7:30 p.m. with council members Martin Hunter, Derek Cookson, Jerrad Pope and Gary Harrod present. Council member Erica Cordell was absent. Also present was Joanna Hunter.

Motion by Harrod, seconded by M. Hunter to approve meeting minutes of September 6 as presented. Carried 3-0, Pope abstained.

Motion by Hunter, seconded by Harrod to approve payment of city bills in the amount of $17,118.35 as presented. Carried 4-0.

Motion by Harrod, seconded by Pope to sell the no-longer-used CL17 from the water plant to PWWSD#23 if they agree to terms. Carried 4-0.

Motion by Cookson, seconded by Harrod to raise the credit limit on each of the city credit cards to $1,500. Carried 4-0.

Motion by Harrod, seconded by Cookson to pay full-time utility workers $500 annually and part-time $250 annually for work pants and footwear; paid on the September payroll check each year and prorated for future new-hire employees. Carried 4-0.

Motion by Pope, seconded by Cookson to purchase enzyme treatment for sewer lagoons at approximate cost of $605. Carried 4-0.

Motion by M. Hunter, seconded by Harrod to order and have installed a slow-close metering faucet for the Jackson Park restroom. Carried 4-0.

Motion by M. Hunter, seconded by Cookson to send notice of cancellation of an agreement for police services to the Board of County Commissioners. Carried 4-0.

Discussion included directing the Clerk to contact Bruce Boettcher at BG Consultants and request he come to inspect the wear on recent street work; File claim on damage to sewer lagoon fencing; Purchase current uniform shirts after contract ends if the price is reasonable; Send letter to property owner regarding burned building and debris; Checking prices on security systems for discussion at a future meeting.

Other discussion included phone to replace seven- year-old mobile for gas department; three holidays in 2024 will affect regular council meeting dates, they will be addressed at a later time; scheduling and timeline for application for grant to help pay for safe surface for new climbing structure in West Park; Evergy’s planned changes in lighting and service poles in and near Jackson Park; Maintenance conducted on security cameras and they are working correctly; Cleanup of tennis court surface noted some heaving and need for further repair and maintenance before it can be but in use for pickle- ball; Other recreation options discussed including cornhole will be researched; Equipment trailer will be considered by councilmembers; 2 planks at boat dock have been replaced and new sealer needs to be applied; a list of easy maintenance will be made and available for community service suggestions when asked.

Motion by Cookson, seconded by Pope to adjourn. Carried 4-0. Meeting adjourned at 8:23 p.m.

The council also met on Monday, October 2.

The next meeting will be held on Monday, October 16 at 7:30 p.m., at the Howard City Office.
