The Elk County Commission meets weekly on Mondays at 1 p.m. The following report was generated from the approved minutes of the Nov. 25 meeting minutes, which were approved at a recent meeting.
Chairman Jake Liebau called the Nov. 25 regular meeting of the Elk County Commission to order at 1 p.m. Commissioners Doug Hendricks and Perry Russell were present as well as County Clerk Kerry Harrod and County Counselor Paul Dean.
The Oct. 28 and Nov. 12 regular meeting minutes and the Nov. 14 general election canvass minutes were approved.
During council reports, Gillian Beaumont, EMS Director, stated the yearly state inspection went well. The ambulance will need an alignment from hitting a deer. Erica Cordell, Emergency Management, stated the Integrated Preparedness Planning Workshop was held Nov. 14. The follow-up paperwork has already been submitted and accepted by the State for the EMPG credit. Cordell attended the KS133 Operational Exercise Design class in Topeka. This was her final training needed to file for her certification. Don Sanders, Public Works stated tree removal and blading has been getting completed as weather allows. Sanders is in the process of getting bids for the construction of the fence around the county yard. Shari Kaminska, Community Development, stated she needs vouchers signed for the BASE grant and she will send a letter stating insurance is in place. After discussing the purchase of a 1988 Hemmitt 8x8 10-ton truck, the commission asked to see what equipment Todd Winscher, with Rural Fire, could sell to help to help fund outfitting the truck. Sheriff John Walker stated he is still waiting on the title for the Charger from the State. Treasurer Rachel Ware reminded the commission that when applying for grants, they need to be brought before the commission first. The commission approved giving Christmas bonuses of $100 for full-time employees and $50 to parttime employees. Dean is working on the deed for the property at 1285 Evergreen in Moline.
Three executive sessions were held with multiple departments. After the sessions, the following were approved: to move Joe Mueller from full-time at $13.54/hour to parttime at $17/hour starting Dec. 8, re-hiring Jessica Kessler at $15/hour in the Treasurer’s Office and to accept Kaminska’s letter of resignation as the Community Development Director as of the end of the December 2024 payroll.
Other business held: The insurance reimbursement rate of $400 per month for Medicare was approved, discussion was held regarding the Elk/ Greenwood County Line Road, Rick Pemberton with KCC and David Carter with FCIP spoke of cost saving programs for the courthouse HVAC & Window project and a letter of support to Twin Valley for broadband expansion was approved.
Warrants in the amount of $57,297.49 and payroll in the amount of $284,236.16 were approved.
