Southeast Kansas Library System (SEKLS) Director Sharon Moreland attended the Monday, Nov. 18 Greenwood County Commission meeting to present an Excellence Award in the category of Special Project. After ex-plaining the Excellence Awards were designed to acknowledge and promote excellence among libraries, Moreland explained that Connie Mitchell with the Eureka Public Library approached SEKLS for a Dream Grant to benefit libraries countywide. Libraries within Greenwood County were recipients of the Dream Grant, through which programs were made available across the county.

Moreland shared this was the first time four libraries had won the Excellence Award. On behalf of the Madison, Hamilton, Eureka and Fall River libraries, Mitchell accepted a plaque from Moreland and each library was given an excellence award.
Road and Bridge Supervisor Allen Greenwood provided his regular report. The BOMAG process didn’t begin last week as was hoped. This was due to issues experienced when the BOMAG was tested and have since been addressed. Greenwood noted that the site at BB Road and 75th Street will need a 36-inch culvert to help resolve flooding issues. A 10-minute executive session for personnel was requested by Greenwood. No action followed.
BG Consultants representative with Bridge Services Brady Hedstrom was present to introduce himself and express interest in aiding with county bridge projects.
In regards to the bridge project at 250th and H Road, Greenwood proposed the county accept the bid from Cook, Flatt and Strobel for $58,400. Other bids received were reported as follows: SE Engineering and Designs, $57,000; BG Consultants, $67,750 and Kaw Valley Engineering, $74,891. It was commented during this time that total cost for the bridge would be over a million dollars, but this would be the county’s portion of the project. Commissioners approved proceeding with the bid from Cook, Flatt and Strobel.
County resident Donald Pennington was on Monday morning’s agenda in regards to the culvert at 80th Street. While at the podium, Pennington elaborated that this was regarding the box culvert on 80th Street near BB Road, which he noted Sherri Schaffer had come and spoke about previously. Pennington brought photos to share with commissioners and expressed safety concerns as he described issues with erosion. Greenwood has spoken with Contracted Engineer Michael Maris in regards to this and plans have been drafted. Plans were previously made for Greenwood to show the township grader how to recover gravel. When rain stops, Road and Bridge will be looking to address this.
A contract was presented for services through Advantage Computers for the amount of $2,257. This was reported as being for the firewall/antivirus for 27 computers in the courthouse. The contract was approved as presented.
Health Department Director Vicki Lindsey requested an executive session for 10 minutes for the subject of personnel. After returning to open session, an additional 5 minutes were taken for continued discussion. No action followed the sessions.
Greenwood County Appraiser Shawna Griffitts presented an employee verification for Alyssa Whitehead, with a starting rate of $14.50 an hour. This was approved by commissioners.
Special payables in the amount of $51.27 were approved.
Minutes of the Nov. 4 and Nov. 12 meetings were approved.
Following adjournment of the regular meeting, Canvassing was held for the recent election.
Commissioner Paul Hodge was absent from the meeting.
The next meeting of the Greenwood County Commission meeting will be held on Monday, Nov. 25 at 9 a.m.
