Howard City Council

The Howard City Council meets bimonthly on the first and third Mondays of the month. The following report was created from the approved Sept. 16 meeting minutes, which were approved on Oct. 7.

Mayor Richard Clark called the Sept. 16 meeting to order with councilmembers Martin Hunter, Shilo Crupper, Derek Cookson, Jerrad Pope, and Gary Harrod present, as well as City Clerk Joanna Hunter.

The Sept. 3 meeting minutes, payment of city bills at $228,034.36 and an updated job description for the Street Superintendent were approved.

The council also adopted an ordinance to update dog leash laws and repeal Ordinance 2009-636. The Ordinance was signed, numbered 2024-692 and was to be posted on the city website at www.cityofhoward.org and a summary published in the Prairie Star.

The updated fee schedule draft was considered. Dog boarding fees were increased to cover costs and C&D fees were increased by $10 per load for any size. The fees were adopted as presented.

Resolution 2024-06, setting and updating city fees and pricing, was approved with an exception on the C&D increase to be made for recent demolition bids noted in the city office.

The council also approved the Flint Hills Boosters to set a food pantry box at Jackson Park. The group will hold responsibility for maintenance of the box.

Other discussion included ongoing code enforcement efforts to encourage residents to clean up their properties; subpoena received on behalf of BP Energy Company regarding the gas price issue in 2021 which is being answered by the city clerk; American Rescue Plan Act (ARPA) fund options and current city needs; boat ramp board replacement.

The meeting adjourned at 7:58 p.m.

The next Howard City Council meeting is slated for Monday, Oct. 21, at 7:30 p.m.
