Howard City Council

The Howard City Council meets routinely on the first and third Monday of each month. The following report was generated from the official minutes of the Sept. 3 meeting, which were approved during the council’s Sept. 16 meeting.

Mayor Richard Clark called the meeting to order. The council held the Revenue Neutral Rate (RNR) and the 2025 Budget hearings. There were no public comments shared during either hearing.

The regul a r l y scheduled meeting was opened at 7:35 p.m.

The council adopted a resolution to levy a property tax rate exceeding the RNR as presented. Mayor Clark requested a roll-call vote, with the council approving 4-0. The resolution was signed, attested and numbered 2024-04.

The 2025 budget was adopted as presented.

The Aug. 19 meeting minutes were approved.

The council held two executive sessions to discuss personnel matters. No decisions were made.

The council approved to adopt a resolution for temporary liquor permit and Fall Festival street closings for Sept. 21. The Fall Homecoming parade was held at 10:30 a.m. on Friday, Sept. 21.

A contract for animal boarding with local veterinarians as needed for impounded dogs was approved.

The council approved to donate $250 to West Elk Booster Club.

Clay Hunter was designated by the council as Alternate Director for KMGA.

The council approved to hire Den Marshall as full-time Street Superintendent at $20 per hour.

Other discussion included : Play structure at West Park is completed and suggested seeding for the area is Bermuda with wheat; Portable toilets and dumpsters to be at the lake through October; Street project is completed for this year; 3 new larger manhole risers and lids needed for new preschool area at West Elk; Consider raising C&D rates at first of the year; Masons Lodge extending concrete upper level entrance at the Cox building; Cover for Cox building ramp to be considered at next meeting (Sept. 16); Remaining ARPA fund options.

The meeting adjourned at 8:46 p.m.

The next slated meeting for the Howard City Council is Monday, Oct. 7, at 7:30 p.m. at the city office.
