The Howard City Council meets on the first and third Mondays of the month. The following report was generated from the official minutes of the July 15 meeting, which were approved at the Howard City Council meeting on Aug. 5.

Mayor Richard Clark called the meeting to order at 7:30 p.m. at the Howard City Office with council members Martin Hunter, Shilo Crupper, Gary Harrod and Derek Cookson present. Council member Jerrad Pope was absent.

Scott Sewell, Director of Kansas Main Street Program, presented an introduction to the program detailing the goals of the organization, the benefits to designated and affiliate communities, as well as the requirements. During dis-cussion, Sewell answered questions and discussed examples of the program’s successes.

The council approved the July 1 meeting minutes as presented; payment of city bills totaling $69,835.50; and to renew the mature CD at Bank of Commerce for 12 months.

The council also approved for City Clerk Joanna Hunter to publish a budget with a mill levy exceeding the Revenue Neutral Rate (RNR).

It was approved for Clerk J. Hunter to attend a League of Kansas Municipalities conference.

Sarah Evans was granted approval to attend CCMFOA Year 2.

Other discussion included: Upcoming LEPC meeting July 18; Possible projects for Elk County Community Foundation funds from the Match Event, which totaled $126.49 for Parks Improvement and $10,812.37 non-specified projects; Guttering for back of library addition with estimate requested; Need for Public Safety/Code Enforcement officer, Clerk to prepare job description examples; Employee vacation schedule approved; KMGA conference attendee to be determined; Advertising for a new employee; Bulk water dispenser maintenance; Recently completed culvert at Randolph and Wabash Streets.

The meeting adjourned at 8:49 p.m.

The council also met on Aug. 5.

Their next scheduled meeting is Monday, Aug. 19 at 7:30 p.m., at City Hall.
