The Howard City Council meets on the first and third Mondays of each month. The following article was created from the official minutes, as they were approved during their most recent July 15 meeting.

Mayor Richard Clark called the July 1 meeting to order at 7:30 p.m. at the Howard City Building.

Debbie Roebuck and Susan Galvan from Howard Housing Authority presented a property management agreement for the city duplex apartment building. Council members discussed the agreement, possibilities with Office of Rural Prosperity and grant availability to help with renovation and maintenance, and a one-year trial period. The council approved the agreement as presented for 12 months beginning July 1.

Devin Metzinger of MMI Asphalt in Winfield spoke to introduce the company and their products. The council approved the quote from MMI Asphalt for work on Jefferson and North Wabash Streets and to order a load of cold patch material from MMI. The council approved the June 17 meeting minutes, payment of city bills at $109,112.87 and to reallocate $70,000 from General Police account to General Operating account.

A new sprayer for weeds was approved to be ordered; as well as to replace the air conditioner at the water plant office.

Other discussion included: Depth of soil at lake was tested at 1 to 2 ft maximum for construction and council will investigate possible options; Pool employees have been painting and cleaning, Brandi Mast is repainting the mural on the pool house; Upcoming budget workday; Clinic building repairs; Lake Dam inspection is completed; City Lake has been reclassified as Class A Low Hazard; Culvert rebuilding progress.

The council will hold their next meeting on Monday, Aug. 5, at 7:30 p.m. at City Hall. Keila Sherman
