Howard City Council

Mayor Richard Clark called the June 17 meeting of the Howard City Council to order at 7:30 p.m. at the Howard City Building with council members Martin Hunter, Shilo Crupper, Derek Cookson, Jerrad Pope and Gary Harrod present. Also present was Todd Winscher and City Clerk Joanna Hunter.

Mayor Richard Clark called the June 17 meeting of the Howard City Council to order at 7:30 p.m. at the Howard City Building with council members Martin Hunter, Shilo Crupper, Derek Cookson, Jerrad Pope and Gary Harrod present. Also present was Todd Winscher and City Clerk Joanna Hunter.

The board approved: the June 3 meeting minutes; payment of city bills, totaling $31,885.76; appointment of Todd Winscher as Howard Volunteer Fire Department Fire Chief, with Mayor Clark making the official appointment and Winscher taking the oath of office; to hire Prime Concrete to replace the culvert on the east side of the intersection at Wabash and Randolph Streets, providing the price is half the estimate provided for both east and west sides. Clerk J. Hunter will confirm price before scheduling work; hire BG Consultants to complete the annual C&D Closure Estimate; a letter authorizing Animal Control to use a firearm when deemed necessary as detailed in City Code 2-103; appointment of Pope as Director to represent the City on the PWWSD#23 Board, and Crupper as an alternate; the waiving the C&D fee for the Howard Senior Center as they replace flooring; and to adopt a Resolution adopting the Kansas Homeland Security Region H Hazard Mitigation Plan, resolution to be numbered 2024-03.

Other discussion included: Restroom at lake, Specific potholes to be added to the list for repairs; Clinic building repairs; Street resurfacing estimates should be available next meeting; Accountant advised the audit will be done in August; Awning to cover east entry at Cox Building and Cox generator pad placement; Pool painting and flooring upgrade progress; Some empty chlorine drums available; Late dog license, tall weeds, and other ordinance violation letters are being sent.

The meeting adjourned at 8:07 p.m. The council also met on July 1, where they approved the June 17 meeting minutes. The council will meet on Monday, July 15, at 7:30 p.m., at Howard City Hall.
