Howard City Council

Mayor Richard Clark called the September 6 Howard City Council meeting to order at 7:30 p.m. with council members Martin Hunter, Derek Cookson, Erica Cordell, Gary Harrod and Jerrad Pope present. Also present was Clerk Joanna Hunter.

Motion by Cookson, seconded by Harrod to approve the August 21 meeting minutes as presented. Carried 4-0, Cordell abstained.

Motion by Harrod, seconded by M. Hunter to approve the payment of city bills, totaling $60,469.09, which included August payroll. Carried 5-0.

Motion by M. Hunter, seconded by Pope to order trailer tires for the red equipment trailer at Koop’s. Carried 5-0.

Motion by Pope, seconded by Harrod to purchase a new battery charger for the City shop. Carried 5-0.

Motion by Cookson, seconded by Harrod to purchase uniforms to have embroidered and end the current lease contract. Carried 5-0.

Motion by Cookson, seconded by Harrod to appoint J. Hunter, City Clerk as Freedom of Information Officer and Records Custodian for the City of Howard, the appointed to retain office until a replacement is named. Carried 5-0.

Motion by Harrod, seconded by Pope to add to the City of Howard Records Retention Policy and Retention for emails, texts and any other electronic communication that applies to city operations or activities, whether on the City owned computers and phone or on city personnel’s personal property. That retention time is set at one month or until the resolution of the topic being addressed, whichever is longer. Carried 5-0.

Motion by Harrod, seconded by Pope to set the fee for non-emergency utility on/off after hours or holidays at $100. Carried 5-0. Pre-arranged calls during these hours will remain the standard fee.

Council member Pope excused himself from the meeting at 8:07 p.m.

Other discussion involved upcoming employee conferences and training; watching for a larger equipment trailer in the next couple years; Clearout of city shop and disposal of junk; Julia Fechter’s 4-H group of younger kids to put a scarecrow up at Jackson Park; Cell phone for gas department will need replaced in the near future; Pool end-of-season summary review; Deputy Clerk is applying for CCMFOA training scholarship; West Elk Homecoming Parade will be September 29, PWWSD#23 reports free chlorine run ended September 1 and water should be back to normal soon; C & D Permit was renewed and Open Burn Site inspection passed; Two planks on boat dock need replaced; Recent road overlay needs inspected for issues, Council member Cookson will make a list of locations and BG Consultants will be notified; Several potholes need attention and a list will be made for the city to work on before cold weather; Tennis court surface to be prepared for patching; Planning for new play structure and surface.

Motion by Cordell, seconded by Cookson to adjourn. Carried 4-0. Meeting adjourned at 8:25 p.m.

The council also met on September 18 for a routine business meeting. Their next meeting will be held on Monday, October 2.
