Mayor Richard Clark called the June 3 Howard City Council meeting to order at 7:30 p.m. at the Howard City Building with council members Martin Hunter, Gary Harrod, Shilo Crupper, Derek Cookson and Jerrad Pope present. Also present was City Clerk Joanna Hunter.

The council approved the May 20 meeting minutes, payment of city bills at $66,042.61, payment #7 for Gas Utility Loan from 2021 Storm Uri of $27,904.24 and the annual membership in KRWA at $395.30.

The council also approved to designate council member Crupper, City Clerk J. Hunter and Pool Manager Lynette Kill as a group to approve projects and spending on pool donation funds.

Other discussion included: Fireworksfundraising;West Park restroom repair progress; Estimates for future software; 3-5 people needed to serve on a county-wide Housing Needs Assessment committee; Howard Housing to provide property management contract for approval soon; Cox building generator placement, also landscape sloping and water issues; Cybersecurity warnings and preparedness; Repairs on front of Clinic building should be done soon; Dog complaints for running loose, noise and vicious behavior have been received from several residents and warning letters will be sent; Overpopulation of cats has been repeatedly reported. The city does not regulate cats and noted that anyone who feeds or shelters an animal is considered responsible for any nuisance or damage by that animal; Clerk to request estimates from two street contractors; Potholes will continue to be addressed by city employees as time permits.

The meeting adjourned at 8:18 p.m.

In addition to regular meeting discussion on June 17, the council approved to appoint Todd Winscher as the new Fire Chief, after he was elected by a vote from his fellow firefighters. Chief Danny Signer retired on June 12, after 36 years of service with the Howard Volunteer Fire Department. Additional information will be included in a future edition.
