City Of Fall River Held April Meeting

Council members, staff and city officers present were: President Norma Jones, James Cude, Lori McCaffree, Dave Vance and Sue York; Jody Thomas, City Clerk; Mandy Vanderhoof-Fogle, PRN employee; Crystal Thomas, Public Enforcement Officer; Joe Simon, Streets and Alleen VanBebber, City Attorney, appearing via Zoom.

It was announced during the meeting that the boil water advisory for Fall River had been lifted.

Ordinance 282, establishing a schedule of fines and other penalties for violations, was approved in a 5-0 vote.

Spring cleanup for the City of Fall River is slated for Wednesday, April 19. No tires or mattresses will be allowed. Appliances may be set next to the dumpster.

A community member posed questions in regards to whether or not the city had an ordinance pertaining to Pit Bulls as there are now some within the city limits. The individual was advised that the city would have to review ordinances to provide an answer to this.

Councilman Cude met with Evergy in regards to Ron Billings’s alley pole. The city was then notified that moving the pole from its current location would be expensive. It was decided that the city would lay gravel and redirect traffic. Approval was received for fixing both sides of the alley by adding gravel and straightening them.

Attorney Joshua Albin requested a formal hearing in the Billings case.

Simon reported that he would be needing two additional loads of gravel for work being completed to streets. Purchase of the additional gravel needed was approved.

Mayor Coulter read the bids received for purchase of culverts. Approval was received for proceeding with the bid from J&J Drainage Products of Hutchinson for $2,664 as well as an estimate from Billy Ecton in the amount of $300-$400 for installation.

Options for a new camera were slated for discussion, but the subject was tabled until the next meeting to afford for further research.

During the fire report, purchase of a replacement credit card for use at gas pumps was approved.

The Fall River Library will hold a swim party in July. The official date is still being determined.

Monthly bills presented were higher due to the first annual GoBond payment and the annual insurance payment.

Councilman Cude is slated to meet with Greenwood County EMS to review procedures for Opioid Training.

Cereal Malt Beverage license renewal was approved for the grocery store in Fall River.

A 55-cup coffee maker was donated for use at the community building.

Absent from the meeting were: Cathy Ivey, Treasurer and Water Manager/Fire Chief John Schouten.

Minutes for the March 11 meeting were approved.

The treasurer’s report was approved.

The April meeting adjourned at 8:17 p.m.
