Howard City Council

Mayor Richard Clark called the May 20 Howard City Council meeting to order at 7:30 pm at the Howard City Building with council members Martin Hunter, Gary Harrod, Derek Cookson and Jerrad Pope were present. Council member Shilo Crupper was absent. Also present was Shannon Nordquist, Kandy Dowell, Cassidy Brenner, Erica Cordell, Chelsie Powell, Evie Hargis and City Clerk Joanna Hunter.

Mayor Richard Clark called the May 20 Howard City Council meeting to order at 7:30 pm at the Howard City Building with council members Martin Hunter, Gary Harrod, Derek Cookson and Jerrad Pope were present. Council member Shilo Crupper was absent. Also present was Shannon Nordquist, Kandy Dowell, Cassidy Brenner, Erica Cordell, Chelsie Powell, Evie Hargis and City Clerk Joanna Hunter.

Nordquist spoke with council about the Wellness Warriors fitness classes she runs free of charge at the school gym at 5:30 a.m. Monday through Saturday. There are 37 currently taking classes with 15-17 coming per day and they need additional equipment. There were written testimonials from many class members and 5 appeared in person. Nordquist discussed the benefits of the classes to the community and answered questions. The council approved to give $1,000 towards Wellness Warriors equipment through the Elk County Community Foundation, which would allow funds to be matched by the Patterson Family Foundation funds; and that the City money come out of the ARPA grant funds.

The May 3 meeting minutes, payment of city bills at $13,243.77, payment of $500 to Patriot Ball Club, closing the pool on June 22 (lifeguard staff will be working at Crazy Days event), and to order two benches and set on concrete pads at the new play structure at West Park, were all approved.

Other discussion included: Refuse a large quantity of C&D loads from a company outside the county as it would fill our area too quickly; A request from Elk County Community Development director to find 3-5 people to serve on a county-wide Housing Needs Assessment committee; Estimates for tennis court resurfacing were higher than expected so more information will be sought and City employees will be asked to test the city’s crack sealer on the area; West Park restroom vandalism third occurrence, new bathroom doors will be ordered and other action will be considered; Lift station generators repairs and plans that all city generators will be regularly maintained by city employees; Placement for the generator at the Cox building; Maintenance on Cox building heat and air units; Repairs on front of Clinic building; Fireworks donation drive underway; Ordering more rock for street repairs, Contacting Mid America Pool Restoration about warranty work on pool liner; Rebuilding storm drain culverts at Randolph and Wabash streets.

The meeting adjourned at 8:33 p.m.

The council also met on Monday, June 3. The next scheduled meeting of the Howard City Council will be Monday, June 17, at 7:30 p.m.
