Howard City Council

Mayor Richard Clark called the April 15 Howard City Council meeting to order at 7:30 p.m. with council members Martin Hunter, Shilo Crupper, Gary Harrod, Derek Cookson and Jerrad Pope present. Also present was Sarah Evans and Clerk Joanna Hunter.

Various library items were discussed with the council approving the following employment changes: to hire Brook Milligan as part-time employee at $7.50/hour; a raise for Emma Skinner to $13, effective April 11 and Skinner’s designation as Library Director effective April 29. The council also approved the 2024-25 library board: Board President Beverly Signer, Vice President Laura Miller, Secretary Dana Denton and Treasurer Brandi Ford, with remaining board members being Karen Gardner, Melissa Baumgartel and Sarah Griesel.

An order totaling $4,500 was approved for the Howard Volunteer Fire Department to purchase fireworks for the 2024 display.

The council adopted a resolution amending the 1970 agreement with Howard Housing Authority (HHA) designating that payment in lieu of taxes be annually paid to only one taxing entity which shall be the City of Howard. The city clerk numbered the Resolution 2024-02 and is delivering the adopted Resolution to the Elk County Clerk.

The council approved having the city and the HHA create an agreement for the HHA to manage the city duplex property and that agreement be presented at a future meeting for consideration. Clerk J. Hunter will work with HHA to create the document.

The council also approved: the April 1 meeting minutes and payment of city bills, totaling $65,709.98, as presented; limited use of pool showers for Gambler 500 participants on April 26-28; Other discussion topics included: Successful KDHE Public Water Supply Sanitary Survey Inspection completed; Clinic wall, Clerk will search for another bid to move the poles on the awning and tuckpoint the bricks; Park fence is oiled and will be sealed this spring; Playground surface grant contract should be received in the next two weeks; Placement of pad for generator at Cox building; Hitch for equipment trailer; Waiting on cold-patch delivery; Continued researching information for lake amenities; Waiting on the bid for tennis court resurfacing; Requesting street repair bid; Lake Dam inspection scheduled this week.

The meeting adjourned at 8:04 p.m.

The council also met on Monday, May 6. They meet twice a month on the first and third Mondays each month. The next meeting is scheduled for Monday, June 3, at 7:30 p.m., at City Hall.
