Howard City Council

The April 1 Howard City Council meeting was called to order by Mayor Richard Clark at 7:30 p.m., with council members Martin Hunter, Shilo Crupper, Derek Cookson, Jerrad Pope and Gary Harrod present. Also present was Howard Housing Authority (HHA) board members John Black, Debbie Roebuck, Patty Wiseman, Rodney Indermill, Susan Galvan Board Chair, Sherry Swendson State Certified Executive Director Specialist and Joanna Hunter City Clerk.

The April 1 Howard City Council meeting was called to order by Mayor Richard Clark at 7:30 p.m., with council members Martin Hunter, Shilo Crupper, Derek Cookson, Jerrad Pope and Gary Harrod present. Also present was Howard Housing Authority (HHA) board members John Black, Debbie Roebuck, Patty Wiseman, Rodney Indermill, Susan Galvan Board Chair, Sherry Swendson State Certified Executive Director Specialist and Joanna Hunter City Clerk.

Galvan introduced the HHA representatives present to the City Council. The group presented copies of City of Howard meeting minutes and Resolution #2-H dated 1970 regarding the agreement for cooperation between Howard Housing Authority and the City of Howard. They further explained their renewed goal of improving housing in the community and some ideas for working with the City to that end. The council expressed appreciation to them for sharing the information and tabled the topic to a future meeting to give them time to research.

Thecouncilalsoapproved: the March 18 meeting minutes; payment of city bills at $63,145.64; renewal of city insurance with EMC at $46,415, as reduced with changes approved March 18; street closures for Library Summer Safety Event on May 29; decommission of the water plant with KDHE; buy a trailer for street equipment at $3,000 and use ARPA funds; a specific request by a resident to allow extra time to pay a bill for an extreme water leak; to dispose of old tires at cost of approximately $350.

Other discussion included: repair needed at front of the clinic building; waiting on bid for tennis court resurfacing; possible future resolution regarding PILOT program; prioritizing pot-hole repair and considering future streetprojects;sewerlagoon enzyme maintenance and sludge judge; pool lights are working; playground surface grant is approved and the city is waiting on the contract; April burn ban in effect; street barricades to be refurbished.

The meeting adjourned at 8:47 p.m.

The council also held a meeting on Monday, April 15.

The next meeting for the Howard City Council is Monday, May 6, at 7:30 p.m.
