Routine Meeting Held By Severy City Council During Monthly Meeting

Water Superintendent Paul Schmidt shared that the water plant has had a few hurdles this month, one of which was the mixer. After a brief discussion, he stated that the construction company had quoted a static mixer at $8,000. He planned to get a quote from APAC later that week. He noted that the static mixer would clean up the entire injection area. He also noted that wipes were again found in one of the pumps for the lift station. Discussion was held regarding sending letters to those in the area to not flush wipes as it clogs the system and burns up the pump. Discussion was held regarding putting a walking path near the ball field, as well as the ball field being re-seeded. The council then discussed signage for the 220 N. Main Eureka, KS 67045 City Lake. Clerk Tessa Riggs noted that a 3’x3’ sign would be $249 before shipping. The council noted they would like to add a line about those utilizing the gun range/lake should pick up after themselves. A water meter in the city was having issues and after it was evaluated by the supply company out of Salina, the city was told that it failed due to little plastic pieces being in it. Due to the foreign item, the meter wasn’t warranted. The cost of the service charge and the part to replace the meter was $552.

Clerk Riggs shared that an individual had expressed interest in opening a liquor store/min-mart and asked if any rules or regulations had changed since it was last open. Clerk Riggs also shared that Koup Family Funeral Home had a few questions regarding the cemetery ordinance. Attorney AlleenVanBebber was going to review both items and share answers with Clerk Riggs.

The roll-off dumpster is scheduled for May 6-13.

Clerk Riggs shared that, as she went to Home Bank and Trust to update the treasurer on the account, she learned that other items also needed to be updated. During the meeting, the council also updated CDs they have with the bank to include the mayor, president, clerk and treasurer.

During the treasurer’s report, Clerk Riggs shared that it was found that payments to the IRS during 2021 weren’t made during the second, third and fourth quarters. It was also noted that a down payment for the city’s insurance renewal was due, with the total being $7,428. The council approved these bills, as well as $76,529.46 for APAC. The bills for March totaled $115,786.33.

It was shared that the American Rescue Plan Act (ARPA) report is due on April 30. Council members noted they would like to get with APAC and see if ARPA funds could be used.

The council held a 15-minute executive session with City Attorney VanBebber for matters subject to attorney-client privilege. No action was taken.

The council then held a 20-minute executive session with VanBebber for personnel matters. No action was taken.

Minutes from the March 7, 12 and 25 special meetings, as well as the March 4 regular meeting, were approved as presented.

Council member Ron Robert was absent from the April meeting.

A special meeting was slated for Wednesday, April 17, at 7 p.m. to establish the classes of ordinance violations and penalties.

The Severy City Council meets monthly on the first Monday of the month with their next monthly meeting scheduled for May 6, at 7 p.m.
