Howard City Council

Mayor Richard Clark called the Feb. 5 meeting of the Howard City Council to order at 7:30 p.m. with council members Martin Hunter, Jerrad Pope and Gary Harrod present. Derek Cookson was absent. Also present were Shilo Crupper, Sarah Evans and Clerk Joanna Hunter.

Motion by Harrod, seconded by M. Hunter to approve the minutes of Jan. 15, meeting. Carried 3-0.

Motion by Harrod, seconded by M. Hunter to approve Mayor Clark appointing Crupper as council member to fill the vacancy. The term runs through January 2028. Carried 3-0.

Mayor Clark appointed Crupper, who took the oath of office and then began her position.

Motion by Harrod, seconded by Pope to approve payment of city bills of $89,452.10. Carried 4-0 Motion by Pope, seconded by M. Hunter to approve disbursement to City Library of remaining 2023 budget $1,880.86, remaining 2023 receipts $3,495.75, and first 2024 tax distribution of $25,428.48. Carried 4-0.

Motion by Harrod, seconded by Crupper to approve J. Hunter to attend Clerk’s Conference in Wichita. Carried 4-0.

Motion by Pope, seconded by Harrod to approve K. Mitchell and J. Hunter to attend KRWA conference in Wichita. Carried 4-0.

Motion by M. Hunter, seconded by Pope to request BG Consultants conduct 2024 dam inspection per KDHE. Carried 4-0.

Motion by M. Hunter, seconded by Harrod to approve the City Clerk signing the annual AOMAS from KDWP for Park & Lake. Carried 4-0.

Motion by Crupper, seconded by Pope that the City continue membership in Howard Chamber of Commerce for 2024. Carried 4-0.

Motion by Harrod, seconded by M. Hunter to donate $50 to 2024 West Elk After Prom. Carried 4-0 Other items discussed include: Generators for City Hall and Cox building; Repair on water plant generator; City insurance policy changes; Fence maintenance at South Park; KCC safety audit completed; Lake toilets; Cox flooring; Safety issues of the public parking left of center on wrong side of streets.

Motion by Crupper, seconded by Pope to adjourn. Carried 4-0 meeting adjourned at 8:16 p.m.

The council also met on Feb. 20. Their next scheduled meeting is Monday, March 4, at City Hall.
